COPLEY — Changes are coming to Copley Township’s longstanding senior snowplow program. At the Aug. 22 Copley Board of Trustees meeting, Service Director Greg Tracy said the changes increase the per-driveway charge paid by the township to $16, limits the maximum number of driveways per vendor to 75 and authorizes a second round of plowing for every 4 inches of snowfall. Tracy said the number of participants has grown from 153 at the outset of the program to 347 last year and this, combined with the number of snowplow vendors decreasing from seven in 2018 to three in 2021-22 has led to the changes. Tracy said $25,000 was appropriated to the program last year and $20,000 was spent. He also said there is typically a wait-list of seniors for the program. Trustee Scott Dressler said the 4-inches of snow stipulation would be difficult to monitor and asked how other communities in Summit County that do not have a senior snow plow program deal with snow events. Dressler also said overtime costs in the service and fire departments to cover snow removal during a snow event would likely be less than the cost of the senior snowplow program. Trustee Bruce Koellner said his main concern is for the safety of both residents and first responders during a snow event and Trustee Jim Schulte added that continuing the program could avoid some properties not being plowed at all. Trustees approved the changes and adopted a general snow emergency authorization limiting or prohibiting parking on all streets and highways during a declared snow event. Also at the meeting, trustees discussed the township’s current moratorium on granting permits for the retail sale of fireworks, currently in effect through April 11, 2023 and put in place in response to a new Ohio law allowing the sale and discharge of fireworks on certain days of the year. Tracy said the Zoning Commission will not pursue additional regulations on businesses selling fireworks in Copley, but trustees are able to propose additional regulations through text amendments to the zoning code. Copley Police Chief Michael Mier said the department responded to fewer than anticipated fireworks discharge complaints over the recent July 4 weekend. Koellner said he does not feel zoning is the appropriate way to regulate fireworks in the township and the board agreed to consult legal counsel about the matter. In other business, trustees approved: • a $3,254 agreement with Civic Plus to create a “department header” page on the township website for the Community and Economic Development Department to include project information, a mapping system of commercial properties available and information on commercial demolition and construction projects; • payments of $19,700 to Horne & King for supplemental services related to the joint police and fire safety facility and $25,000 to akhia communications to disseminate information to voters on two November ballot issues; and • a conditional offer of employment to Vincent Zarlo as a part-time firemedic pending successful completion of pre-hire testing. Announcements included: √ A public meeting to present information on the township’s two November ballot issues will be held Sept. 7 at 7 p.m. at St. George Fellowship Centre, 3204 Ridgewood Road, along with open houses set for Sept. 21 from 6 to 8 p.m. and Oct. 9 from noon to 2 p.m. for residents to view current police and fire department facilities. √ The Taste of Copley event will take place Sept. 10 from 2 to 7 p.m. at Copley Circle. √ Brush collection will begin the week of Sept. 12 on the east side of the township. Copley Trustees next meet Sept. 12 at 6 p.m. at Copley Township Hall, 1540 S. Cleveland-Massillon Road.
